The report cited by Reuters was published on Monday night at the time the heads of the US intelligence agencies were attending a hearing at the Senate.
Ambitious but worried China, confrontationist Russia and some powers such as Iran as well as many non-state actors have challenged the old international system and America's supremacy within it, the report said.
The report comes amid growing concern over the American unilateralism, with China, Russia and Iran being on the forefront in their calls for a multipolar world order.
Entitled "Annual Threat Assessment 2024", this intelligence report mainly focused on the alleged threats from China and Russia against the United States and also warned about the expansion of conflicts related to Israel's war on the Gaza Strip.
It also touched on the Russia-Ukraine war, with Director of National Intelligence, Avril Haines urging lawmakers to agree to provide more military aid to Ukraine.
At the hearing, William Burns, the director of the US Central Intelligence Agency (CIA), blamed Russian President Vladimir Putin for not being serious about negotiations to end the war with Ukraine.
Haines and Burns also demanded the United States send a message to China against “any possible aggression against its neighbors, including Taiwan”.
On the other hand, Haines, expressed his concern that the Israeli war may spread global insecurity, saying that the Gaza crisis is an example of showing the capacity of regional developments and consequences.
About the operations against Israel-linked ships in the Red Sea, he said that Yemenis "inspired by Hamas" carry out attacks against Israeli and American interests.
Meanwhile, the speeches of the US intelligence chiefs in Congress was interrupted by the angry shouts of a protester, who was demanding the protection of civilians in Gaza.
